FINANCE DEPARTMENT

The City's current Director of Finance is Carrie B. Copfer, CPA, last elected in 2005 for the 2006-2009 term.

Her office, along with the Finance Department, is located on the second floor of City Hall, 5200 Dover Center Road.  

Financial accounting and reporting is one of the major responsibilities of the Director of Finance.  Annual audit reports since 1991 can be found and reviewed on-line through an audit search at www.auditor.state.oh.us.  Beginning in 1999 she has issued the Comprehensive Annual Financial Report (CAFR), which is the industry’s financial standard and is certified through the Government Financial Officer’s Association.  The two most recent CAFRs are provided below.

Other important responsibilities of this department include investment management, payroll, purchasing, accounts receivable and accounts payable.  The Finance Department also deals with many outside agencies that provide the following services for the City:

  • Property tax collection is handled by the Cuyahoga County Treasurer’s office (www.cuyahoga.oh.us, 216-443-7069).  Current property tax distribution for 2004, paid in 2005, is as follows:  County-16.45, City-13.30, School-77.00, JVSD-2.40, Library-2.0, Metropark-1.85 for a total of 113.00.  The City’s tax rate has gone down incrementally as debt gets paid down: 2000-13.70, 2001-13.60, 2002-13.50, 2003-13.40, 2004-13.30.

 The following example can be used to calculate the tax on a $150,000 home: 

$150,000 x .35 = $52,500, the home’s taxable value

$52,500 x .07418 (effective tax rate is 74.18)  = $3,894.45

$3,894.45 divided by 2 = $1,947.23, half-year payment.

  • The City of Cleveland, Division of Water, manages the billing and collection of sewer usage for North Olmsted residents and some Olmsted Falls and Township residents. They can be reached at 216-664-2444.  The current sewer rate charged is $39.81 per mcf for North Olmsted residents.  The refund application for those who receive the Homestead Exemption and use less than 1 mcf per quarter is listed below.
  • The City collects local income tax through the Regional Income Tax Agency (www.ritaohio.com, 440-526-0900).  Please direct any inquiries regarding completion of your tax filing to them.  Further filing and payment requirements can be obtained by clicking below.

EXCELLENT FINANCIAL ACCOUNTABILITY

The Auditor of State presented the City of North Olmsted,under the direction of Finance Director Carrie B.

Copfer, CPA, with the Auditor's Award for the city's exemplary 2004 Annual Financial Report.  No citations were reported in the

audit for the year ending 2004.  Fewer than five percent of all agencies that are audited are eligible for this award.
