FINANCE DEPARTMENT The City's current Director of Finance is Carrie B. Copfer, CPA, last elected in 2005 for the 2006-2009 term. Her office, along with the Finance Department, is located on the second floor of City Hall, 5200 Dover Center Road. Financial accounting and reporting is one of the major responsibilities of the Director of Finance. Annual audit reports since 1991 can be found and reviewed on-line through an audit search at www.auditor.state.oh.us. Beginning in 1999 she has issued the Comprehensive Annual Financial Report (CAFR), which is the industry’s financial standard and is certified through the Government Financial Officer’s Association. The two most recent CAFRs are provided below. Other important responsibilities of this department include investment management, payroll, purchasing, accounts receivable and accounts payable. The following example can be used to calculate the tax on a $150,000 home: $150,000 x .35 = $52,500, the home’s taxable value $52,500 x .07418 (effective tax rate is 74.18) = $3,894.45 $3,894.45 divided by 2 = $1,947.23, half-year payment.

Copfer, CPA, with the Auditor's Award for the city's exemplary 2004 Annual Financial Report. No citations were reported in the audit for the year ending 2004.
