The North Olmsted Department of Law is headed by the Director of Law. The
Director of Law is an elected City official who serves four year terms of
office. The current Director of Law is James M. Dubelko, who was first elected
to the office in 2001 and was re-elected in 2005. His current term of office is
from January 1, 2006 to December 31, 2009.

Duties of Director of Law
The primary duties of the Director of Law, set forth in Article V, Section 2 of
the City Charter, are as follows:
"The
Director of Law shall act as legal counsel and serve in such capacity the Mayor,
Council, administrative officers, departments, and the commissions and boards of
the City. As legal counsel and attorney, he shall represent the City in all
proceedings in court or before any administrative body and in such other matters
and controversies as he is, by resolution or ordinance, directed to prosecute.
The Director of Law may with the approval of a majority of the members of
Council retain the services of outside counsel to assist him in carrying out any
of duties specified in this Section. He or an Assistant Director of Law shall
act as Prosecuting Attorney for the City. He shall perform all other duties now
or hereinafter imposed upon city solicitors by the laws of the State of Ohio
unless otherwise provided by ordinance of the Council and shall perform such
duties as Council and the Mayor may imposed upon him consistent with his
office."

Fair
Housing Program
The North
Olmsted Fair Housing Program is administered by the North Olmsted Law
Department. The Fair Housing Program reaches out to the North Olmsted community
to ensure that no resident of North Olmsted is denied a housing opportunity
because of race, color, religion, sex, ancestry, familial status, age, sexual
orientation, national origin, or handicap. Assistant Director of Law Carole O.
Heyward is the Administrator of the City's Fair Housing Program. Information

From time to time, the Director of Law issues formal legal opinions on subjects
which are important to the operations of North Olmsted’s local self government,
and in addition, the Director of Law annually submits a written report of Law
