  Planning

Planning Director - Kimberly A. Wenger, AICP

Beginning in January 2008, the City will undertake an 18-month planning process in order to analyze transportation system issues and propose options and improvements in the City’s mixed use center. The Plan will include recommendations and alternatives for encouraging transit usage, creating bicycle linkages, promoting pedestrian orientation and enhancing the streetscape through physical improvements.

A majority of this project will be grant funded through NOACA’s Transportation for Livable Communities Initiative.

Crocker-Stearns Corridor Plan

The Crocker-Stearns construction project began in the spring of 2007 and will conclude in 2009. The project involves constructing a four-lane connector between Stearns Road in North Olmsted and Crocker Road in Westlake. Stearns Road south of Lorain Road to I-480 will also be widened to four lanes.

On October 2, 2007 City Council approved the Crocker Stearns Corridor Plan. This design plan and redevelopment strategy for the corridor was created with planning and design services provided by the Urban Design Center of Northeast Ohio. The planning process explored potential redevelopment options for the corridor and solicited input from the community.

Community Development

North Olmsted has participated in the Community Development Block Grant (CDBG) Program through the Cuyahoga County Department of Development since 1975. The intent of the CDBG program is to provide funding for a wide range of housing and neighborhood improvement activities. Its goals are to encourage decent housing, foster a suitable living environment, and expand economic opportunities principally for persons of low and moderate income.

In 2007, the City received a $30,000 grant award to evaluate all city buildings, facilities, programs and services for compliance with the Americans With Disabilities Act (ADA).

In 2006, the City received a grant award of more than $110,000 for accessibility improvements to North Olmsted Park. These improvements consist of two family-friendly restrooms adjacent to the North Olmsted Senior Center, new accessible playground area and connecting paths.

The project is now complete and open to the public.

Design Guidelines and Streetscape Plan

The City is underway with efforts to create standardized Design Guidelines for commercial development.

Design guidelines will set general criteria for quality development to be used by both developers and the City as development proposals are evaluated. Once adopted, these guidelines will apply to all new commercial development and redevelopment.

The Streetscape Plan is a related project that will include concepts for physical improvements to the City’s major commercial corridors. Once implemented, the recommendations of the Streetscape Plan will help make North Olmsted a more attractive place to live and do business.

Draft documents are available via the links below for public review.

2005 Master Plan Update

The 2005 Master Plan establishes long-range policies and serves as a guide for development and redevelopment decisions in the community.

A Steering Committee of City officials, residents, and school and business representatives were charged with reviewing information and drafting recommendations related to land use and development in the City. The resulting document reflects their many months of hard work and is available for your review below.

The adopted Master Plan is available online! Please contact the North Olmsted Planning Department if you wish to purchase a CD or a printed copy of the Plan.
