Licensing of Rental Units and Transient Rental Regulations

The City of North Olmsted requires all owners of residential rental properties with one, two or three units as well as apartment buildings to register with North Olmsted’s Division of Building. North Olmsted City Council repealed Chapter 713 and enacted Chapter 1319 (Licensing Rental Units) of the City’s ordinances. Chapter 1319 requires owners of rental properties with 3 units or less to register.

A license for each property is required before it is leased. The ordinance requires renewal of the license each calendar year.

The Building Commissioner is authorized to make inspections of all structures or premises containing rental units to determine whether such structures or premises comply with City Ordinances, the Fire Prevention Code or State laws. Failure to permit such an inspection may result in the suspension or non-renewal of the license.

Apartment Buildings

Chapter 1319 requires owners of rental properties such as apartment buildings to register.

Rental property must be registered with the City by filling out the Leasing Application for Apartment Buildings and paying the required annual registration fee:

Base fee: $100
Plus $20 fee for each dwelling unit

1-2-3 Family Rental Properties

Chapter 1319 requires owners of rental properties with three units or less to register. This includes properties such as condominium units individually rented by unit owners within a larger building.

Rental property must be registered with the City by filling out the Leasing Application for One-Three Family Dwellings  and paying the required annual registration fee:

One-family home:       $60
Two-family home:       $80
Three-family home:    $100

Short Term Rentals

On June 19, 2018, North Olmsted City Council adopted Ordinance 2018-69, which created new regulations under Chapter 1319 (Licensing of Rental Units) of the Codified Ordinances for transient rentals. A transient is a person who resides in a building for a period of less than 30 days. The Ordinance places the following limits and conditions for short term rentals within the city:

  • Short term rentals are prohibited in licensed rental units. Rental units cannot be leased for periods of time less than 30 days.
  • Short term rentals are permitted in owner-occupied dwelling units for up to 14 days in a calendar year, so long as the owner uses the property as their primary residence.
  • Single room rentals are prohibited.
