Signs are regulated in Chapter 1163 of the North Olmsted Zoning Code. The last substantial update to the sign code occurred in 2000. In addition to the need for an overall audit and update of the code, specific areas have been targeted, including but not limited to identifying proper scale of signage for businesses of varying sizes, updating temporary signage regulations, dealing with specific signage needs of drive through facilities and ensuring adequate enforcement provisions. The city engaged Compass Point Planning to provide consulting services for this code update.
To ensure the best outcome of this project, it was important to hear from those individuals who are invested in the success of our community. The planning process was guided by an advisory committee comprised of city staff, local business representatives and residents serving on boards and commissions who routinely deal with signage. The advisory committee met throughout the project with the consultant to provide direction and feedback.
In addition to the advisory committee, focus groups were held with five stakeholder groups on June 4, 2019. Participants represented local, large and franchise businesses, commercial real estate and development, sign companies and residents.
The Sign Code Audit included an analysis of the previous sign code and summarized the comments and feedback provided by the Advisory Committee and stakeholder participants. The audit provided a framework for the proposed changes prior to the actual drafting of the new code language.
The proposed updates were reviewed and approved by City Council on November 17, 2020. The updated code sections go into effect December 18, 2020 and can be found below.
