Sealed bids will be received by the City Engineer of the City of North Olmsted until 11:30 a.m. on May 19, 2022 for West 231st Street Resurfacing, in accordance with Resolution No. 2022-16 and the plans and specifications on file in the Engineering Dept. Bids must be submitted on the forms available in the Building Department at North Olmsted City Hall and each bid must state the full name and address of each person, firm or corporation interested in the bid submitted.
Bids must be submitted in a sealed envelope and clearly marked with the Bid Resolution Number, opening date, and item being bid. Bids must be delivered directly to North Olmsted City Hall, 5200 Dover Center Rd, North Olmsted, Ohio, 44070, prior to 11:30 a.m. of the day of the bid opening.
Each bid for each project must be accompanied by a certified check on a solvent bank in the amount of 10% of the bid or a 100% Bid Bond, the same being payable to the City of North Olmsted as a guarantee that, if the bid is accepted, a contract will be entered into and a Performance Bond satisfactory to the municipality in an amount equal to 100% of the total bid will be furnished. The deposit of the successful bidder will be retained until the contract is properly executed and delivered. Deposits of all unsuccessful bidders will be returned following the award.
Copies of the specifications, bid forms, drawings, and other contract documents are on file at the Building Department and may be obtained in person between the hours of 9:00 a.m. and 4:00 p.m., upon depositing a check for twenty dollars ($20.00), made payable to the CITY OF NORTH OLMSTED. The deposit(s) will be non-refundable. No plans or specifications will be mailed. Questions regarding the bid shall be directed in writing to the Engineering Department.
An optional pre-bid conference will be held online using MS Teams on the 12th of May, 2022 at 11:00 a.m. Link to join meeting will be sent to current planholders of record, or call 1-321-300-0096 and enter Access Code: 143728417#. The City reserves the right to accept all or any part of any bid and to reject any and all bids, and to waive any informality in the bids received, and to accept any bid, or combination of bids, which it deems lowest and best. Bidders shall be a planholder of record with the City in order for their bid to be considered.

Bidders must comply with prevailing wage rates on public improvements in Cuyahoga County and the City of North Olmsted, Ohio as determined by the US Department of Labor.
The estimated construction cost for West 231st Street Resurfacing base bid is $270,110 and $632,589 with alternates. The goal is for construction to be substantially complete by September 9, 2022 to satisfy CDBG funding requirements.
